    Make the next step explicit

    A proposed plan can identify the goal, target, conditions, exclusions, and authorization requirements. That gives the accountable reviewer something concrete to inspect, clarify, or reject without treating a suggestion as permission to act.

    Keep action within its boundaries

    A request or missing approval does not itself authorize action. Where an operation is enabled, the platform applies authority and eligibility controls and follows its operation-specific verification path. An uncertain outcome remains uncertain; it is not recorded as complete. Review the authorization boundaries outside the model.
